At Results Count Consulting we support non-profit, public and mission-driven organizations with policy analysis; program design and implementation; strategic planning and partnerships; and program evaluation. We serve organizations in a variety of sectors including health and early childhood education. While our clients have a variety of goals, they all have an unwavering commitment to support the communities they serve and maximize their impact.
Amy Downs is the founder and president of Results Count, LLC, a consulting firm that supports non-profit and public organizations in the health sector with strategy development, policy analysis, program evaluation and financial sustainability. Her areas of expertise include community and public health; early childhood education; access to physical and behavioral health care; family self-sufficiency; health care workforce planning; physical and mental health integration; and long-term services and supports. She supports a variety of non-profit, advocacy and public agencies at the state and local levels.
Previously, she was the Executive Director of Family Star, a non-profit organization that supports low-income children and families by providing high quality early childhood education; distributing food; allocating emergency financial support; and connecting families to mental, physical and oral health services. During her tenure, she increased revenues for the organization by over 50%.
Amy worked at the Colorado Health Institute (CHI) for 13 years where she was the vice president for policy and research. Her work focused on providing policy analysis and options to policymakers, non-profit organizations and public agencies regarding behavioral health, mental health, health care access, housing affordability and food access for vulnerable populations. She worked closely with all of the major health foundations in Colorado; the Colorado’s Governor’s Office; the Colorado General Assembly; and the Departments of Public Health and Environment, Human Services and Health Care Policy and Financing.
In 2017, Amy was one of three Americans awarded an Ian Axford Fellowship, administered by Fulbright New Zealand. She provided policy recommendations to both the New Zealand Ministry of Health and Department of the Treasury on how to increase access to health care for indigenous and vulnerable populations.
Amy previously served as the assistant director for the Colorado Governor’s Office of State Planning and Budgeting. In addition, she worked as an economist at the World Bank Group where she focused on poverty reduction strategies. She has a bachelor’s degree in political science from Grinnell College and a master’s degree in public policy from the University of Michigan. She volunteers for Healing the Children and Pro Mujer and is fluent in Spanish.
